1. acknowledge the receipt of your letter of the 28th instant relating to the proceedings of the Naval Court held at Manila upon 3 Seamen of the Barque "Frederick", who were charged with a murderous assault upon the captain, and were sentenced by the court to imprisonment in Hong Kong Jail-
The Board of Trade would suggest for Lord Carnarvon's consideration that the enclosures in your letter, which are herewith returned, should be communicated to the Foreign Office and Admiralty with special reference to the irregularity of the Finding of the Court.
